Borough of Portland

Brinjac is responsible for the planning, financing, design, and construction administration for the Borough of Portland project. The Borough's population of approximately 500 residents will have new infrastructure in 2008 to convey and treat the wastewater generated in the Borough. A membrane bioreactor (MBR) will be constructed within the Portland Industrial Park and discharge treated effluent to the Delaware River. This section of the Delaware River is designated as a Special Protection Watershed by the Delaware River Basin Commission(DRBC)and the treatment plant must treat to the following effluent requirements as seen in the chart at left.

Brinjac selected and designed the WWTP using the MBR technology because of the following advantages:

• Ability to perform high quality BNR treatment in a smaller footprint compared to conventional technologies because of high mixed liquor concentrations (10,000 - 15,000 mg/L)
• Ability to remove pathogenic bacteria and viruses
• Stable biosolids generation
• Relatively simple operation
