Brinjac was retained by the Kulpmont Marion Heights Joint Municipal Authority to provide operations consulting services for a 400,000-GPD wastewater treatment plant. The services included providing guidance and responding to the operators' inquiries regarding operations. In 2003, following a review of the facility and in reply to a PaDEP Order, Brinjac provided design engineering for an upgrade to the facility to a 0.5 MGD ICEAS WWTP, innovative sludge aeration system, new 500,000 gallon aerobic digester with a Venturi Aeration process, UV disinfection and reed beds for sludge dewatering.

The facility came on line in late 2004 and is meeting permit limits. Brinjac provided startup assistance and training and trouble-shooting for the operations staff. Additionally, Brinjac furnished assistance for the discussions with regulatory officials, as well as performed site visits on an as needed basis to assist the Authority in complying with the NPDES permit.
