President and CEO
John has been with Brinjac Engineering for over 35 years and as President and CEO he has led the company through a period of significant expansion and success. By emphasizing long-term client relationships and adding disciplines and services to meet their ever evolving needs, John has been instrumental in maintaining the award winning reputation that the firm has sustained for well over 50 years.
In his role as Principal-in-Charge, John oversees all aspects of our building projects from contract negotiations to resource allocations with an emphasis on client service and satisfaction. He also functions as Team Leader for the MEP Group in the Harrisburg office, specializing in resolving complex design, budget, schedule and construction challenges.
Additionally, Mr. Brinjac serves as Governor Edward G. Rendell's designee to the State System of Higher Education Board in Pennsylvania and is a member of the Capitol Region Economic Development Corporation Board. A registered engineer in 13 states, John is a graduate of the University of Pennsylvania.
Chief Operating Officer and Principal in-Charge
In his role as COO, David guides and supports Brinjac Engineering in the execution of the day-to-day operations of the company. As a seasoned corporate executive, his leadership not only provides essential business management but technical and practical advice to managers, while encouraging the overall team effort of the organization.
With over 25 years of professional engineering experience, David is a Principal-in-Charge who has managed and led the Civil and Environmental team on a wide range of projects with a total value in the hundreds of millions of dollars. He has dedicated his career to meeting the needs of the client through innovative and cost effective design and has played a key role in the growth and development of the company.
Mr. Brinjac has served as an adjunct professor in the area of solid waste management at the Pennsylvania State University, Harrisburg Campus and serves on the Board of Directors for the Pennsylvania Infrastructure Investment Authority (PENNVEST) for the Commonwealth of Pennsylvania. David is a graduate of the Pennsylvania State University and is a registered engineer in numerous states.
Human Resources Director
As the Director of Human Resources, Ms. Gnall is responsible for employee recruitment and retention. She is also responsible for developing, implementing and coordinating personnel policies and procedures for the firm, as well as ensuring compliance with all federal and state legislation pertaining to personnel matters.
Having met with distinction the high standards of education, over 20 years experience and demonstrated knowledge established by the Human Resource Certification Institute (HRCI) for the Society for Human Resource Management (SHRM), Ms. Gnall is certified as a Professional in Human Resources (PHR).
Regional Manger, Philadelphia
Tara serves as the Regional Manager of the firm's Philadelphia, PA office and is charged with providing managerial and financial direction for all projects. Ms. Egan is also the Director of Business Development and Marketing, responsible for the creation of new business opportunities and overseeing the marketing efforts that support them. Tara sets procedures that facilitate the implementation of business methods required to achieve Brinjac Engineering's strategic goals for growth.
Strongly committed to civic and community activities, Tara has held various roles within a number of organizations throughout the Mid-Atlantic States and recently served as a Public Member of the Engineering Licensing Board for Pennsylvania. Tara is a LEED® Accredited Professional and holds a Bachelor's Degree from the George Washington University.
Regional Manager, Lehigh Valley, PA
Ed serves as the Regional Manager for the Lehigh Valley office and, as such, determines the design philosophy and is accountable for the coordination and technical reviews of every project. He is also charged with providing managerial and financial direction for all projects affiliated within this branch office.
A registered engineer with over 22 years of design and project management experience, Mr. Boscola has an extensive background in managing large projects, particularly those within the government and public market sector. His portfolio includes government, education, healthcare, sports and recreation, commercial and corporate projects. Ed is a LEED® Accredited Professional and holds both a B.S. and M.S. degree in Mechanical Engineering from Villanova University.

Team Leader, Southern Region
(DC, MD and VA)
Mr. Pressel is a registered engineer with more than 35 years of project management and design experience. Jim has extensive knowledge of the health care, education, government and criminal justice industries. As the Team Leader for the Hunt Valley and DC Offices of Brinjac Engineering, Jim provides technical, management and financial direction for all assignments. He will determine the design philosophy and will be accountable for coordination, technical reviews, and construction administration services for each project. Mr. Pressel also serves as the focal point for communications between the client and the firm on numerous projects and ensures that quality control procedures are carried out.
Mr. Pressel has a B.S. in Civil Engineering from Tri-State University.
Regional Manager, Williamsport, PA
Chip joined Brinjac Engineering in 2002 and was instrumental in establishing our office in the Williamsport region of Pennsylvania, in an effort to expand our Civil/Environmental presence in this region. With over 25 years of experience in the planning, design, construction and financing of water and wastewater systems, as well as various other municipal services, Chip plays a key role in the development and growth of our Civil/Environmental Group throughout the Mid-Atlantic States.
Chip is a registered engineer in Pennsylvania and holds a B.S degree in Chemical Engineering from Bucknell University and a Masters of Engineering - Environmental Pollution Control from the Pennsylvania State University.
Regional Manager, Albany, NY
Dr. Stallard has over 20 years of experience including Director, Engineering and Construction for the Pittsburgh Water and Sewer Authority, President of American Waste Management, Inc. and Director of Environmental Engineering and Compliance for Envirotrol, Inc., Sewickley, PA. Dr. Stallard holds a master's in environmental engineering and a doctorate in civil engineering from Virginia Polytechnic Institute and State University, Blacksburg, VA.
Dr. Stallard has presented his research at numerous conferences and has authored various technical publications. His area of expertise includes water, wastewater, air pollution, and hazardous waste.
Telecommunications/Security Department Head
Mr. Seibert directs the firm's Telecommunications / Security Department. A graduate of the Pennsylvania State University, he possesses over 24 years of experience; 12 of those years with Brinjac Engineering. Jim is responsible for the overall design, project management, administration, scope, budget and schedule for telecommunications, audio/visual, data centers, security, communications, automation, and power projects.
He has worked on numerous projects involving educational, health care, government, criminal justice, commercial, corporate, cultural and sports and recreation facilities. Jim is a Registered Professional Engineer in Pennsylvania and Maryland as well as a Registered Communications Distribution Designer (RCCD).
Department Head, Structural Group
Mr. Kenny directs and oversees the activities of the firm's Structural Engineering Department in Harrisburg, Pennsylvania. A Magna Cum Laude graduate of the University of Pittsburgh with 34 years of experience, Jack has been with Brinjac Engineering since 1986. He has an extensive background in analysis and design for both new and modified structures of steel, concrete, timber, or masonry.
He has provided substantial contributions to a wide variety of projects including educational, government, commercial, corporate, religious, health care and sports and recreation facilities. Jack is a Registered Professional Engineer in Pennsylvania, Maryland, New Jersey and Florida. In addition, he holds memberships in the American Institute of Steel Construction (AISC) and the American Concrete Institute (ACI).

Structural Engineering Manager
Mr. Langan, a Bucknell University graduate, brings over 20 years of experience with him to the design of structural systems for new construction, as well as the preservation of historic structures. His work includes government buildings, college and university facilities, museums, theaters, churches, and residences.
He has received numerous awards and lectured on historic preservation and structural engineering at Princeton University, Drexel University, Temple University, and Rowan University. He has extensive experience in developing and refining structural systems and, in turn, providing clients with the most efficient, cost-effective designs possible.
Lighting Department Head
A member of the Brinjac team since he graduated from the Pennsylvania State University in 1997, Mr. Good is responsible for the oversight of all specialized lighting design applications, custom fixture design, and the creative integration of these systems into the overall architectural fabric of projects. An award winning designer, Shawn has demonstrated his talent in a variety of facility types.
Assignments have included master planning for city streetscapes, exterior building highlighting and college campuses. He has also designed original comprehensive lighting systems for such diverse facilities as schools, libraries, hospitals, laboratories, offices, arenas, museums and retail spaces. He is Lighting Certified by the National Council on Qualifications for the Lighting Professions (NCQLP) and holds Leadership in Energy and Environmental Design (LEED) certification. A Registered Professional Engineer in Pennsylvania and Maryland, Mr. Good is also a member of the Illuminating Engineering Society (IES) of North America.
Fire Protection Department Head
Mr. Jones is a 1987 graduate of the University of Maryland and joined the firm in 1999. He is responsible for the survey, evaluation and design for fire alarm, fire protection and life safety systems, as well as code consulting - including NFPA, model codes, and industry standards.
In his role as department head, Gary also manages the everyday activities of the fire protection staff. His experience includes projects in education, health care, government, cultural, commercial, corporate and sports and recreation facilities. A Registered Professional Engineer in Pennsylvania and Maryland, Gary also holds memberships in the National Fire Protection Association (NFPA) and the Society of Fire Protection Engineers (SFPA).
Life Safety Systems Department Head
With over 37 years of experience, Mr. Kelsall contributes a vast wealth of knowledge to the position of department head of Life Safety Systems. A member of our firm for the past 9 years, Stan is responsible for project management, design, code analyses, code compliance, specification and cost opinion preparation for fire protection and life safety systems projects.
A 1970 graduate of Marple Vocational School, with a focus on Architectural Design/Drafting, his project experience includes health care, research and development, educational, data processing, corporate office, pharmaceutical and commercial facilities. Stan maintains professional affiliations with the Building Officials and Code Administrators International, Inc. (BOCA), the Delaware County Chapter of the Society of Fire Protection Engineers (SFPE), and the National Fire Protection Association (NFPA). He is also a member of the City of Philadelphia, Board of Safety and Fire Prevention.
Director of Commissioning
Mr. Bilecky oversees and directs the firm's commissioning practice. With more than 34 years of experience, Mike has designed and commissioned over $30 million of energy management automation systems and direct digital control systems installations.
Additionally, Mr. Bilecky was the principal author for chapters on HVAC and controls systems commissioning in McGraw-Hill's HVAC Maintenance and Operations Handbook, published in 1997 and for the HVAC HANDBOOK published in 2004. He is a member of the Building Commissioning Association and is a Certified Commissioning Professional and is also LEED Accredited. Mr. Bilecky is a registered professional engineer in Washington DC, Maryland, Virginia and Pennsylvania and is a graduate of the United States Naval Academy with a Mechanical Engineering Degree.
