| The City of Harrisburg currently leases its lighting hardware from the local utility company. The lighting master plan demonstrates that taking ownership of the lighting system and associated maintenance would reduce operating costs and annual energy usage, while improving Harrisburg's after dark ambience. Ownership of the lighting hardware would also allow the City to purchase low glare, custom designed light fixtures styled after an historic fixture that was unique to downtown Harrisburg. Although this is a lighting master plan, it does address the entire visual package, since that is the sole purpose of providing light in the first place. The plan does not merely focus on the technical aspects of lighting streets, but rather on creating exciting and attractive environments where people can feel safe and secure. During the day or night, trees, parking meters, signals, signage, and all other aspects need to integrate together to form one beautiful and easy to read streetscape. |
